Disclosure coverage (operators)

The share of an operator's data centers whose key metrics are available in open, citable sources captured by the atlas, from 0 to 100.

What it is not: A judgement of an operator's overall reporting. Some operators publish metrics elsewhere (e.g. campus-level PUE on their own site, sustainability reports) that the atlas doesn't attach to facilities yet, hyperscalers therefore score low in v0.

In plain words

  • For each operator with at least 5 data centers, the score is the share of its sites for which key figures can be found in open sources the atlas has captured.
  • It goes from 0 to 100. A higher score means more of the operator's sites have published figures attached.
  • A low score does not mean the operator hides anything: it can publish figures in reports the atlas has not attached to sites yet.
  • The largest cloud companies score low for that reason. Do not read this as a transparency ranking.

Formula

Score = Σ wₖ · shareₖ / Σ wₖ, where shareₖ = % of the operator's data centers disclosing metric k (ownership: 100 if resolved on Wikidata, else 0). Operators with ≥ 5 data centers only.

Limits

  • Measures the atlas's capture, not the operator's reporting: do not read it as a transparency ranking until report disclosures are added (v1).
  • Operator grouping errors upstream (alias map) can move facilities between operators.

Share of an operator's facilities whose key metrics are available in open sources captured by this atlas. It is not a judgement of the operator's overall reporting: some operators publish metrics elsewhere (e.g. campus-level PUE on their own websites or in sustainability reports) that the atlas does not attach to facilities yet (v1 will add report disclosures).

Reproduce & cite

Computed by the atlas's indicator pipeline (version 0, run 2026-10-12) from the inputs listed above; every input's source, licence and coverage is in the indicator register. Weights are fixed per version; a change of weights or pillars bumps the version. What changed between versions is listed in the release notes.
